If I had to guess, this is probably now happening since Win 10 is trying to access the program menus as an alt + key shortcut, and Premiere just isn't telling it that this is supposed to be a panel-specific shortcut? If I remember correctly, previously this would only occur if you tried to ripple delete but didn't have anything selected, or it was unable to fully complete the request because other items in your timeline were obstructing the ripple. Ripple deleting through both the right-click context menu and the edit menu both work as expected, though.
I think this has only been an issue since the upgrade to Premiere CC 2017 this week, but every time I ripple delete with the shortcut (alt + backspace) I hear the Windows 10 "Default Beep" system sound.
